达赖“大西藏自治”在本质上是种族隔离的政治主张

多维博客寒竹/达赖从他在法国斯特拉斯堡的讲话以来,多次在公开场合宣称,他在西藏问题上的基本主张是要求在藏人居住地建立起真正的自治。对于达赖在自治名义下的藏独本质,笔者曾专文进行过分析。但是,达赖的“大西藏自治”还有一个十分严重的问题,这就是它的种族隔离主张。达赖的种族隔离主张具体表现为以种族集团划分地区和在汉藏混合居住地区实行汉藏种族分离。(chinesenewsnet.com)

地方自治,就其基本含义来说是一种分权形式的国家政治制度,它具体表现为地方政府和中央政府的分权。在实行地方自治的区域,地方立法机关和行政机关应该由当地居民产生,并拥有高于其他同级行政区的自主权。中共在1949年建政后,一共设立了内蒙,新疆,广西,宁夏和西藏五个省一级的民族自治区。不可否认,中国两千多年历史的中央集权政治构架和大一统文化在今天的中国社会仍有非常深刻的影响。中国宪法规定的民族自治区是否完全得到了具体的落实是一个值得讨论的问题。但是,达赖在他的《西藏和平五點方案》中提出的自治却完全偏离了地方自治的基本方向。达赖在他的自治主张中以种族为根据,要求把所有藏人居住的地区连接成一个大西藏。2003年9月11日,达赖在华盛顿接受《美国之音》记者专访时再次明确提出了他的“大西藏”主张:他要求“所有藏人社会都连在一起,不管现在是自治区还是自治州”。达赖指出,藏人建立这样一个“大西藏”的根据在于“因为他们共有一个文化,都信仰佛教,基本上说同一种语言”。由一个民族的居住分布来决定国家的行政区域的划分在本质上是一种种族隔离的政治主张,当年南非的种族主义者曾经用这种方式来划分过国家的行政区域。南非政府在1950年曾通过了一个集团地区法(The Group Areas Act),在全国划出黑人和非黑人的居住行政区域。在南非废除种族主义法律后,世界上已经很少有人坚持这种种族隔离的主张了。达赖在二十一世纪仍然还坚持这种以种族为根据来划分行政区域的政治主张显然是和世界潮流背道而驰的。(chinesenewsnet.com)

一个国家内部地方行政区的形成是一个漫长的历史演变过程。今天的中国地方行政区基本上是承袭了中华民国的行政划分,而中华民国的行政区域则又是基本承袭了清政府的划分。从清政府到中华民国,再到现在的中华人民共和国,地方省一级的疆域虽有变动,但西藏的边界却没有根本性的变化。比较一下中华人民共和国和中华民国的地图,可以清楚地看出,西藏跟各省的边界在两个时期的地图中是基本一致的。而从藏族的人口分布看,早在1949年中共掌握政权之前,生活在四川,青海,甘肃和云南的藏族居民总数就已经占了藏人数量的一半左右。也就是说,在相当长的时间中,藏族和其他民族早已混杂居住在西藏周边的各省之中。如果现在要根据种族的理由重新划分各省疆界,把西藏周边四省的部分地区都划到“大西藏”的范围,这就不是在讲西藏的地方自治问题,而是在讲藏族的种族地域划分问题。这样势必引起严重的省籍和种族冲突。坚持“以种族集团划分地区”最大的危险就是无法公平对待区内其它族裔的居民。在今天的中国,所有省和自治区的人口都是由不同族裔共同组成。地方行政区的疆界可以因为政治或经济的原因发生改变,但却不能以种族和血缘为根据来改变,更不能以种族血缘为根据把不同民族隔离开来。因为以种族为理由来更改现有行政区疆界,以种族为根据来撕裂现存社会,必将引起不同种族之间的冲突和争斗。现代国家之所以对种族主义极为敏感,之所以极力反对种族隔离,不仅是因为种族隔离邪恶,而且还因为种族隔离将会把和平共处中的不同种族强行分开,由此埋下种族冲突和种族仇杀的火种。(chinesenewsnet.com)

要实现达赖所主张的“大西藏自治”有一个根本性的障碍,这就是如何处理“大西藏“内部的非藏族居民,其中主要是生活在这些地区的大量汉人。为了解决这个障碍,达赖表现出了他特有的“智慧”。既然要把藏族与其它民族混杂居住的地区都变为西藏人的“大西藏”,那么最根本的办法就是让这个区域内只剩下藏族居民。为了保证“大西藏”种族的纯净,达赖提出了两个具体措施:一个是禁止其它民族向藏人居住的地区移民;二是把已经在川青甘滇生活了若干代的汉人迁出,让藏族成为这些地区唯一的主人。这样一来,“大西藏”的边界不仅是行政区的边界,同时也是种族隔离的边界。这显然是一种道道地地的种族隔离主张。在现代社会中,不同族裔的居民在不同省区因商业,文化或其他原因进行迁徙是一种正常的社会现象。即使是在实行户口控制的中国,近年来随着市场经济的发展,各省区民众间的交流越来越频繁,几乎每一个省区都有大量的外来人口从事各种行业。四川人在藏人聚居地从事商业和其他活动跟四川人到广东经商和打工一样,都是一种商业社会的自然现象。而伴随这种商业人口流动,外来民众在工作地区由短期居住走向成家立业的长期移民也是一种合乎人情的自然趋势。从发展的眼光看,随着自由经济的发展,各省,各民族之间的人口流动和移民现象还会越来越普遍。达赖要用一种人为的种族界线把藏人和其他民族隔离开来,拒绝汉人在藏人居住地长期工作和生活,这和他讲的汉藏一家的说法显然是背道而驰的。(chinesenewsnet.com)

达赖的种族隔离主张不仅在于它阻止各民族友好交流的荒唐性,而且还在于它要求把西藏境外汉藏混合居住地区的汉人迁出的挑衅性。在西藏行政区之外的康区和安多地区,无论是面积还是人口都远远超过了现在的西藏行政区。汉人和藏人在这些地区共同居住已有若干代人的历史。要求把几代人都居住在一个地区的汉人迁出这个地区本身就是一个危险的种族挑衅。这些地区的汉人自然会问,这是我生于斯,长于斯的土地,我为什么要被迫迁出呢?如果按照达赖的逻辑,汉藏混合居地的汉人必须迁走以让纯粹的藏人建立起大西藏,那么汉人难道不会用达赖的逻辑来对付达赖,要求在川青甘滇四省汉藏杂居地的藏人全部迁回到现在的西藏行政区吗?如果说川青甘滇的康区和安多区只能居住一个民族,为什么这个民族只能是藏人而不能是汉人呢?汉人本来就在这些地区居于多数,把藏人迁回到西藏而让汉人在这些地区建立起纯粹的汉人行政区似乎更合达赖的逻辑。显然,人为地把多民族混居的地区改变为一个单一民族的聚居地必然引起不同民族之间的激烈冲突。种族隔离是一把双刃剑,它会伤害到遭到隔离的民族各方,从而把中国这样一个多民族的国家推向严重的种族冲突和种族仇杀火坑。达赖作为一个诺贝尔和平奖的获得者,在他的“西藏和平五点方案”中,在他多次回答记者的采访中,反复提出这种具有挑衅性的种族隔离主张,实在让人怀疑他的真实意图。而西方各国在自己国内不遗余力反对种族隔离,但却对达赖在西藏问题上的种族隔离主张视而不见,反把达赖说成是一名温良宽厚的慈善活佛,这其间的奥秘更是令人难以捉摸。(chinesenewsnet.com)

1973年联合国3068号决议通过的《禁止并惩治种族隔离罪行国际公约》把种族隔离宣布为“危害人类的罪行”,并在公约中的第二条对种族隔离行为有这么一个具体界定:“任何措施,包括立法措施,旨在用下列方法按照种族界线分化人民者:为一个或一个以上种族团体的成员建立单独的保留区或居住区”。达赖主张以种族为根据把现在汉藏等不同民族共同组成的社会活生生地撕裂,主张把汉族从汉藏混和居住之地迁移出去,正是《禁止并惩治种族隔离罪行国际公约》所界定的“按照种族界线分化人民”。这种主张如果得以实现,不仅是对藏人和汉人的犯罪,而且也是对人类的犯罪。从当今世界各国的发展看,各个民族的和睦相处,相互交流,相互融合是历史发展的潮流。一个民族的语言,传统文化只有在各民族间的友好交流中才能发扬光大。西藏问题解决的唯一途径在于藏族和不同民族之间的相互理解,相互交流,相互尊重。把一个民族用种族隔离的方法封闭起来,对其他民族采取排斥的态度,只能使得民族间的误解和冲突越来越严重。用保持种族单一的理由来迫使一个民族把居住之地让给另一个民族更是在玩火。种族隔离者挑衅的是别人,最后毁掉的是自己。达赖和他的追随者如不放弃在西藏问题上的种族隔离主张,最终只有把自己从中国的五十六个民族中隔离出去

Thank the author very much. A good synopsis, clear and very up to the point. I think the answer why western countries continue to support Dala is very obvious. What is the quickest way to considerably weaken a country who is on the rise to power ? It is by creating upheavals and choas; and among them, which is the most destructive ? Of course, it is ethnic conflicts. Have we not witnessed that most recently in the Balkan Peninsula ? I don't think we are in an era anymore that we will be invaded from land or sea as that which happened 150 years ago. To hack China up into 8-10 pieces by way of division by ethnicity will be a strategy Western countries will want revisit from time to time, and this has been successfully applied to different regions of the world, and with the desired outcome. So, conspiracy or not, we continue to see western countries crown Dala with halo.

the author got the key point. dalai actually is a racist. if he goes back to tibet, there will be a bloody ethnic cleansing there. for the sake of all ethnic people in tibet, dalai will never be allowed to go back to tibet.
